Combining Uniforms, How to make a Fuku similar to this?

First off, that blue you're using is much too bright. It's supposed to be a much darker shade.

Instead of the circlet, it would be more authentic to give her a normal Leaf forehead protector.

The collar is missing a detail. the front opening with the two seams goes all the way up the front of the jacket, right through the collar.

I think it would look better if you extended it down through the skirt too.

Also note the dark blue shoulder section that cuts across at about mid-chest.

If she's an Uzumaki, then she should have the naruto swirl design in the middle of the bow, not the Leaf symbol. That is restricted to the forehead protector. The protector is often worn in other locations besides the forehead. It's worn around the neck (Hinata), as a hairband (Sakura), around the waist (Ino, Gai and Lee), around the upper arm (Shikamaru), etc.

For the gloves, I'd say to use the cuffs from Naruto's jacket as the top.

The boots have to go... or at least the toes. Naruto wore the sandals that are peculiar to the series, which expose the toes and have an ankle cuff. The cuff should be the same color as the boots. There's no heel on 'em, either.

If you want to keep 'em high-heeled, then they need an open toe high-heel design, something like this... without the platform soles.

Unless I'm mistaken, wasn't his outfit in that series a black chauffeur's uniform complete with black hat and mask?

I could do it but what would make it stand out from, say, a ninja senshi?
(though with the addition of a silver fern and tall black socks it could be New Zealand All Black Senshi)

For the Sailor Amestris idea, Here. Lt Riza Hawkeye is the woman on the far right. Colonel Roy Mustang (The man who is 3rd from the right, most likely candidate for Tuxedo Renkin if Riza is a Senshi) has dreamed of gaining control of the military so that he can make all the women wear miniskirts. Why not let his dream come true?

There are allot of pictures of Winry but her time in uniform was more of a disguise than anything else. She normaly has a black tube top and pants that look more like overalls that aren't clipped over the top at the moment with some kind of white sweater/jacket she never buttons up.

I'm not a fan of FMA but I like your works ^_^

The FMA uniform could use some dark line seams. The trim that crosses the bust horizontally has nowhere to really end but a side seam would be a good place to do that. I'm still contemplating watching through my FMA on hand today.

You're also missing the gold braid on the right shoulder. Most of it wouldn't be seen from that pose, but one end is tied to the right breast, so that would be visible.

Is it possible to punish somebody in the name of equivalent exchange?
