Who is Minako fightin in England

I need some information on who Minako (Sailor V) was fighting when she was in England. I know that she sometimes caught thieves but was there an organization that she fought against?

The organization was only named in the Sailor V manga (The Dark Agency as Staren said) and was headed by Danburite who was an underling of Kunzite.
The going to England thing only happened in the Anime, in the manga she only went to Greece (by accident) and China.
