I checked a few places, it´s not on any top 100 lists of names, but there´s about a hundred Misato (visible) on Facebook and one site says there´s around four thousand people with it as their ( used ) first name.

Found one artist, a speedskater and a splatter of other "public" Misato´s.

So, uncommon but not ultrarare.
