I've found out the answer to this one. Normally, the reactor does power its own pumps, but it was automatically shut down when the quake was detected to reduce the possibility of a melt down. If things had happened like they were supposed to, the reactor would have been thoroughly inspected for damage before being brought online. However, first the external power backup for the pumps failed, then the diesel engine back-up generators failed, then the battery back-ups failed, and they had to switch to external pumps to pump in seawater mixed with boric acid to cool things off and forcibly and permanently shut the reactor down. At this point, it is no longer possible for that reactor to be restored to a functional state without being completely rebuilt, though some of the support systems may be salvageable.
Essentially, the system had three redundant backups, all of which failed. Not even Starfleet requires quadruple redundancy
