Actually, if you look at the manga, Ranma as girl is about as tall as Akane, who is pretty much average heigh for her age.
She's just much more shapelier than average teen.

Thats what their talking about. Usagi height wise is probably about Ranma-chans height, however Ranma-chan has much bigger breasts, at least in the anime, than usagi so the clothes probably would not fit.

Couple of errors I spotted:

Stroked her...back? hair? A word seems missing.

If this was her child, she was going to treat a damn sight better than what she had been.

Should be:
If this was her child, then she was going to treat her a damn sight better than what she had been.
Possibly that first 'then' isn't necessary, not sure.
Also, reguarding character heights, I found this info taken from Doug's Ranma Resources For Fanfic Writers:

And from Ken Arromdee's Sailor Moon FAQ we have Sailor Moon/Usagi also listed at a height of 150cm (4'11" ). The same FAQ also lists Mercury and Venus both at 5' 2", and Mars at 5'3". So if we take into consideration the build of the different girls, Venus's clothing would be a bit big but would fit reasonibly well, and Mercury's might be a little snug, but considering the extra 3" of height, would likely do ok in a pinch.
But anyway, enough blathering on my part, Ranma and Usagi are the same height. And even if they aren't, it's your fic, and you can fudge a little if you want.

Only if you use the anime as your sole source of data. Nakajima was reasonably consistant in his character designs, although onnaRanma got a little shorter as the seasons dragged on.
Takahashi, on the other hand, was remarkably consistant in being inconsistant with her heights. onnaRanma, in the manga, is either shorter, taller, or the same height as Akane - depending on which panel you choose to measure.

Is she at least consistent with their positions relative to others?
Even before I'd ever seen Doug MacD's estimates I had the mental image of Akane being the shortest of the girls after Ranma's affections. I don't even know if that's a defensible view, though, because it's not something I pay close attention to when reading.

Same thing with Evangelion. The height of an Eva changed as needed, from around 10 stories, to larger or smaller as needed.

Not really. Yes, otokoRanma is always taller than both Akane and onnaRanma, but if you're looking for general proportional consistancy Takahashi's mangas aren't something you want to use as a reference.
In other words, there really arent any "canon character heights" (or birthdates, for that matter) for the Ranma cast.
