America is the only country where most people drive a lot. It's rare (and IMO temporary) exception, not the rule. This being said - it's good to know how to drive in any part of the world. Even if you don't do it that often - it's good to know how when the need arise...
P.S. As a side example: there are millions of cars in Moscow yet couriers are not using them to deliver small packages (of course they are forced to do it for big packages) - they use public transport (especially subway). Why ? It's faster. You can spend 2-3 hours to cross the Moscow in car due to traffic congestion (unless you are doing it at 3am), but 1 hour is enough with subway - it's not affected by traffic at all. Situation in Japan is very similar...
