I'll put it as, Nodoka wanting Ranma to show intrest in Akane and girls in general, you know, being a straight male. But, she doesn't encourage thievery or molestation.

Well, one major aspect of humor is exaggeration, and the more nonsensical the humor the greater the excesses could potentially be as a result of it.
