Actually, I'd say it pretty clearly did alter her personality/thought-process. You'd expect that knowing your head had been monkeyed with would produce some amount of consternation, even if you couldn't remember what had been erased. But she blithely jokes about what'd been done to her with Soun, and Nabiki even comments on how unconcerned she appears.
It's not just amnesia. It's a constant inability to keep a memory in place,
and turning you into a vapid enough zombie that you're not concerned even after you
realize that you can't keep a memory in place.
That's screwing with your head a lot more than just erasing a specific memory--which is, I imagine, why Acey didn't count it in the original list.
If she had just trusted that Ranma would try to save her, as he did, it would have come through perfectly fine- as it was, it was sheer good fortune that Ranma didn't end up losing the only cure in the world for his moxi-burn.
Why on earth should she have expected that a weakened Ranma would be able to reach her in time, and get her safely down? Even with them both conscious, he'd thus far been unable to--and she was only
seconds away from passing out completely.
Besides the obvious increased difficulty of reaching her once she was KOed, the chart could have been ripped free of her tunic (heck, it was arguably
about to, seeing how she was clutching herself) and Ranma didn't even know it was there to even try to keep it from doing so, even if he
had somehow reached her even while she was unconscious, and before the chart was lost anyway.
In fact, it's the other way around. If Ranma
had taken the chart when she told him to, it would most likely have been safe. It got ripped up because he grabbed her instead of the chart--and it was only through the spectacular luck of Happi recovering at just the right moment that he managed a safe landing anyway.
