does anybody know where i can find a program where i can just type in a text description and it draws it for me. or maybe i can get a base photo and it will change it for me based on what i type.
for example i could paste in a description from a fan fic or i could give it a photo of ranma ask it to make him look older a new hair style or i could give it two pictures from two different series and ask it to change the style of one picture to by similar to the other.

Wow, you have a hard time getting a real live human artist to do that! If you know any authors, just ask them about the cover art on their books. It's almost never what they described, let alone what they were trying to describe. (I vividly remember Eleanor Arnason moaning about a cover for A Woman of the Iron People. The cover illustration wasn't even of the right species.)

The closest you could come would be to use one of those programs cops use to put together an approximate picture of the suspect from the descriptions of the witnesses. Other than that -- check out how much work Mondu the Fat puts into his programmed drawings.

Yeah, this is one of those things many of us WISH existed. AFAIK, there is no such program. :(

When someone develops a neural interface that transfers what's in your mind to paper, perhaps.

Every time I've worked on fan art for someone in the past, I've usually ended up spending a fair amount of time working out how everything should be, generally doing more than one sketch, hashing out the fine character and clothing details, things like that.

Even if you were to find something that drew a picture based on your criteria, you're probably bound to want to change something once it's done.
