Or she's just that bored she uses her power to do that.

Judging by her behavior, this seems most likely. As for her fellow tribeswomen...

Yeah that makes sense. Explains why she doesn't try much to get Ranma after the first apperance. She loves the fun he brings. ^_^

I wonder though, is Mousse an amazon as well or just a neighbor or what? O_o

Both the kiss of death and marriage apply to outsiders, so Mousse probably lives in a neighboring village, and thus not a part of the Joketsuzoku, since he's tried to defeat Shampoo before.

Pretty sure he's from the same village. Certainly there's a flashback to when they are both pretty young (five or so)....this doesn't mean of course the neighboring village thing isn't true but makes it seem less likely

But if he lives in the village, he can't be classified as an outsider. If he's not an outsider, why bother trying to best Shampoo in a fight? And when he learns that she has already been beaten, his initial intention was to fight and defeat the one who had defeated her. Which didn't happen, of course, because Cologne treated his loss to Shampoo so long ago as an official result. (Which he didn't expect, and what are the chances of him not expecting that, had he not been an outsider?) All we know, in regard to this matter, is the kiss of marriage. So, that's where Occam's Razor is going to lead, because there's not much else known to go on, which means that other explanations are more than likely going to be substantiated by guesswork, assumptions and the imagination.

Besides, there's nothing that says outsiders aren't allowed to visit, or those of the Joketsuzoku visiting others. An example of the former was how the guide, Genma and Ranma had been able to waltz in without a problem, and an example of the latter has everything to do with how Shampoo had been able to meet Pink and Link (on many, many occasions). The Joketsuzoku aren't a closed society, as opposed to what a lot of fanon would have us believe (with their walled-off village, guards, militarism and misandry).

We know about the outsider laws, but not what it takes for a male amazon to marry a female on. Maybe male Amazons can only marry female Amazons if they beat them in a fight.

That seems to be the case yes. Have certainly never seen anything that would in any way indicate that Mousse is an outsider, quite the opposite.

Bear in mind that just because someone is treated familiarly enough doesn't mean that they have to be from the same place. "Friend from child times" doesn't say anything about where Mousse is from in any way.

And let's not forget about "Joketsuzoku," which clearly refers to female persons in the name. Does that mean that only females can live in the village? No. We can't assume that, either. But it's far from being closed off, so we know for certain that outsiders are possible, and thus Mousse being a Joketsuzoku is not a certainty unless clear proof can be presented for it.

That´s the thing, there exists no clear proof either way, BUT, what little indications that we see points far more in the direction that Mousse is part of the same village than elsewhere.

There's potential proof in that, you know; it would just require a lot more scrutiny and a greater reliance on context. But if even that isn't good enough for you, all you're asserting is an opinion, not a fact. Meanwhile, I can still point to solid information (of the common, indisputable variety) that makes him being an outsider more likely than being a Joketsuzoku. Nothing certain, of course, because there's not enough of anything either way for that.

We know from the Pink and Link arc that there are multiple villages there and they even have a local newspaper for all of them under a brand with "Joketsuzoku" in the name. Any idea that Mousse was an "outsider" when he's grown up around Shampoo and Cologne allows him to live/work at her shop is just silly.
