Is this a Mary Sue character?

Hajime, from Gatchaman Crowds.

If her background had at least explained how she turned out to be such an uncharacteristically-strange individual, I probably wouldn't be asking this question, but her background is practically non-existent and we never get into her head. She's a character that just happens to exist and seems perfect for just about every aspect that pertains to the context of the story; she's just too convenient. At the end, it seemed necessary for all of the Gatchaman to reflect on how something sucked, and/or how they didn't like/care for her, and now she's the best thing since sliced bread and things couldn't be better.

She's a character that just happens to exist and seems perfect for just about every aspect that pertains to the context of the story; she's just too convenient.

I have no knowledge of the character in question, but the above alone certainly does not make her a Mary Sue.
If you´re in desperate need for a combat chef and Ukyo just happens to come by, that makes it a waay too convenient plot fiat, but it doesn´t make Ukyo a Mary Sue character.

Um... But it wasn't just that alone. ;/

It's not just one thing she does well at, succeeds at, or happens to be good for. It isn't just a single situation where her participation is required to bear good results. She's never exactly (it's minor and doesn't matter) wrong, hardly anything seems to phase her or can't be figured out, she's too perceptive and always seems to know what to do or say, she pretty much does whatever she wants and everyone else ends up being swept up and goes along with it, and in the end wins over everyone.

If she has any fault, it can't be worse than choosing which foot to lead with when she walks. Seriously.
