Well, chaos didn't really get to establish itself in fanon because the fifth season of the anime never got a release when the series had gotten its second wind and became popular, and not many people read manga at the time. In the manga, though, chaos wants to return the sailor crystals to a primordial state (it had a chip on its shoulder about not being made into a star, and wanted things to return to before the state of things before the others became stars and left)...

As for Setsuna, not much was known about her and the third season of the anime makes her seem like someone who pulls strings and has foreknowledge. Put that together with her access to time travel, and general negligence, ignorance and license of authors (even authors basing their knowledge on what other authors have done instead of getting the information from the material itself), and you get garbage. The thing is, people should have known how the Door of Time worked in the second season, but people probably found it too limiting or didn't understand it enough to use properly.
It probably didn't help that this was going on while a lot of the Ranma 1/2 series had yet to be translated into English, though there was obviously enough to give people the impression that Ranma is a source of chaos (which was probably aided by how few other characters existed within our awareness at the time, who could even approach the kinds of things that Ranma dealt with fairly regularly).
