And that's simply the most egregious example of the general trend that the movies consistently display--that of not making any effort at all to be coherent with the TV canon. Whether it's abilities that function radically differently, or timeline incompatibilities, or simply not making any mention of relevant events that should be concurrent if they really did share a canon--it all screams to me that they weren't intended to be treated as such.
Sure, you can probably bludgeon them into fitting if you really want to--if you're willing to make copious usage of Spontaneous Mass Unexplained Amnesia regarding both their abilities and the plot events that occur. But given that AU movies are a well-established phenomenon with anime to begin with, I personally see no reason why such obtuse measures ought to be employed. For my part, I find the TV canon as a standalone to be a far more elegant and self-consistent proposition.
My point was, there was time for all the movies to take place during the seasons, and we can figure out when the movies where suppose to happen. There is no need to bludgeon them in because they fit rather easily. The movies take about a day to a week to happen.
The fact that the events in the movies are not talked about and are seemingly forgotten has no baring on if they did happen in the same universe as the TV series, or not. The Dark Moon Families attacks happened during the TV series, but Uranus and Neptune seemed to not know about them, and the Dark Moon's attacks where on special TV news reports in universe. Uranus and Neptune had more then enough time to get to the final battle with the DMF, but they never showed up, and had been active for about a year. Uranus and Neptune seem to be completely ignorant of the fact the inners had been fighting enemies of equeal or greater power then what they had been facing for a year at least.
The fact attacks do things they never do in the TV series and power levels are completely different at times then the TV series is why I think the R and S movies are different universes. The SuperS movie did not have those problems, but Helios was not summoned when Usagi went Super in the SuperS movie as i recall.
Pluto showing up in the SuperS movie is not really odd at all. Pluto in the anime is a time traveler from Crystal Tokyo, and therefore can appear when and where ever she wants, and with who ever she wants from when ever she wants. It is also canon that the Crystal Tokyo royals seem to see nothing wrong with altering people's minds if it suits their needs. We see this in seasons 2, maybe 3, and 5.
Personally I find it more likely that the R and S movies, and season 5 take place in alternate universes then the rest of the TV series. I find it hard to believe the senshi redid a grade, and never talked about
It really doesn't matter if the movies are part of the same universe as the TV series because what happens in the movies seem to have nothing to do with what happens in the TV series.

1) Usagi was only damaging things created, or using "dark magics" in Ep.153 with her sonic attack. The walls of the illusion(the dentist's office) where all cracking. I find it reasonable to think the amazon was covering her ears
2) Usagi's attacks seem to often only be useful on one "race", and be next to useless on all the others. So, it seems Usagi's attacks having a very limited use fits canon
3) Usagi voice did not seem to be louder then what she could naturally do.
4) We know Usagi did not think there was anything odd about the building it's self, but it was damaged
