(You can tell it's the Doctor as they have a sonic screwdriver and are wearing a fez.)
The Doctor's glasses are the latest tech from Muppet Labs and are guaranteed not to allow anyone to see you blink.
However as the glasses are from Muppet Labs, the Doctor should probably run.

Alas I don't know who came up with the idea of the Meeping Angel, I think I first saw it as a cosplay picture.
To that person I say "Brilliant idea!"

As here it is Dogtor Who, it is time to cue the Narrator:

Narrator: Doctor Who: The continuing story of a time traveler who’s gone to the dogs.

Doctor: Here we are on Metadog VII.

Beethoven’s bust: Is it a good place?

Doctor: I don’t know but I’ve never met a dog I didn’t like.

Doctor: Everywhere I go I have to lug you around. You’re not much of a companion.

Beethoven’s bust: And you’re not much of a Doctor.

Doctor: In fact, as companions go, you're a bust.

Beethoven’s bust: Harrumph. I am head and shoulders above the rest.

Doctor: But you are my muse. And I need someone to laugh at my jokes.

Beethoven’s bust: I am not amused. Is that why we’re here - to find someone to laugh at your jokes?

Narrator: Tune in next time when we’ll hear Nurse Piggy say:

Miss Piggy: “But Doctor B... Wait a sec, I’m not in this sketch!”

Here the good Doctor faces off against the dread Dalborks armed only with his trusty sonic screwdriver.
His companion Beaker stands at the ready holding the machine that goes "Meep!".
The Dalborks say something incomprehensible punctuated by "Bork! Bork! Bork!"
It is assumed they are saying something like "EXTERMINATE!" as after saying it they whisk their victims to death, but nobody knows for sure.

Donna: You're not matin' with me Sunshine! Hi-yah! (Miss Donna karate chops the Doctor)

Doctor (recovering): Oof! A mate! I want *a* mate!

Donna: Well, just as well, because I'm not having any of that nonsense! I mean, you're just a long streak of nothing, y'know, green alien nothing!

Doctor: There we are, then. Okay.

Donna: I can come?

Doctor: Yeah, of course you can.
