It doesn't, mostly for humor on people not connecting Ranma to Theia even though it'd otherwise be obvious.
I'd like to think that her insecurities will trump her interest in the sailor senshi. Which is to say that, when she sees Ranma getting along with another girl, especially if he's being familiar with her while she has yet to be acquainted with said girl, she will be more likely to assume/suspect that he's either two-timing her and/or has another fiancee.
After that? It'd depend on the circumstances, on whether or not she wonders or suspects anyone of being a sailor senshi.
Obviously when around them she'll be her usual insecure self. But when bugging Ranma for info on them she's going to mostly be interested in things Ranma isn't comfortable giving out and in a way that he won't like.

Sailor Moon is powered by reality altering magic, some recently created human technology to capture a flat image shouldn't be able to casually get around things that can rather casually alter time, ignore death, and a whole host of other magical effects.
Simply having it be everyone is in denial or stupid is worse than a wizard did it.
The only real thing I can think of is when transformed there is a slight change in actual appearance, just enough to make any photos provide sufficent doubt as to the actual identity.
Would have to be a rather large change in appearance not just some light makeup. The starlights are the only ones who have one that would be enough of a change.
On another note having Nabiki continously lose cameras trying to get images of Theia would be funny.
Nabiki is going to have her hands full with other things. But her camera frying itself while trying to take a picture could be worth an inclusion in a scene.
