Well, the title of the fic was in the subject: "Terra". It's by Nekochan1.5X, it's only a chapter long so far, and it seems that Ranma will be Sailor Earth.
Spelling and grammar are pretty good, but the author does need to mark scene breaks, as one reviewer pointed out.
On the other hand, it's his first post to ff.net, and I'm guessing he had scene breaks but didn't know about ff.net's tendency to strip most standard styles (like lines of dashes or asterisks).
