In the manga it does eventually become her Sailor Crystal, but only in the fight against Nehelennia. At which point it's no longer called the Ginzuishou, but the Silver Moon Crystal.
So I suppose you could say that the ginzuishou isn't her Sailor Crystal but the Silver Moon Crystal certainly is. ^.~
