For skills, right now, rough ruling you can have a total of three skills that are level 5 or 6; it's possible to have something higher, but they'll require one on one work to justify it, and fit it into the background.

How does the level cap affect something like:
+11 +22 Combat Technique (Blind Fighting,Blind Shooting, Brutal 2, Concealment, Critical Strike, Lethal Blow, Lightning Reflexes 2, Precise Aim, Portable Armoury)

Does this mean that I will need to reduce the techniques or does it mean that each technique can only be 5 or 6?

Oh no, you can do the techniques as high as they are allowed; Skills are completely different from Abilities. There is a chapter on that later in the book.

I'm trying to set my character up as a hanyou assassin/human thief. I've already used up 425 for the assassin, do I need 20 levels of Alternate form to make a human thief?
