What, exactly, are "meat"? Several characters (such as Hamyuts and Cigla) can tell if a person is a "meat" by a glance, so at first I thought they were people with no magic rights, but several "meats" have magic (and some of them are pretty dang strong, such as every male on the island with Enlike/Qumola). Next I thought they were anyone who was not a "true man", but then all the armed librarians and a few other minor characters are not "true men" (ie members of the church of drowning in god's grace), but they're not meats, either.
