I've seen Xellos turn into a swarm of black drills to attack Valgaav in... what was it? Episode 12 of TRY? But just because he can assume such a form, it doesn't mean that it's his real form. All of the Mazoku in the anime have showcased some degree of shapeshifting skills. Heck, we don't even know for sure that the cones are a shapeshifted Xellos- they could be the physical manifestation of his attacks from the Astral Plane, given that Mazoku (normally) manipulate magical energy in their own innate way rather then using spells the way humans do.
