How about this for a strange twist into getting sometype of crossover. I am tossing this out if anyone wants to run with it since I dont write much.
Post ramna and sailor moon. I am thinking of the game toyko extreme racer 3.
Idea is that there is a enemy out there that has been around for the past few years studing the senshi and what the other bad guys have done. Well, this group went a smart way and kept a very low profile with draining one persons life force at a time in a very diffent manner then anyone else. They call them selves the 12 devils, and they are very well known to be the top dogs in the racing under world. with some types in other areas to help make a living they challange racers to a battle on the highways around the city.
The you make with them is simple, if you win, you get thier car, you lose, you find your self drained of most of your life force and in a coma for sevral months while your body fixes it self. The thing is that with the other monsters running around causeing trouble in juubin its easy to over look drainged victims in other parts of the city along with the damage that the attacks cause also.
The devils are out to hold onto power and the presitge that come with it. They are not out for world power or ruling anything. They have a area that they control and are the best there is in that area, they have done the homework on the mini skirt brigad qutie well and that is why the scouts dont know about them. The keep a low profile to keep the different hunter types in city from finding them and beating them. When a hunter does find them its always in a very public play with to many people around to risk a fight and exposing the public to more harm then one demon is worth. since the devils have studied the different hunters in the city and know who they are they have found ways to keep them in check.
They are the type of devils that will lie cheat and steal in any deal you make with them at any point in a contract in the wording. But the contract is the key, they are honor bound to it. Any contract they make they can twist it around, But when it comes to racing they have found the racers will not show you repect if you do not earn it. So with that they have honed the contact in a race to be one that is very much enforced to the letter. They will not cheat or cause a driver to crash. They earn their engery and reps though skill and honor...which is saying something about these folks. If a racer does not show after entering a contrat by saying that they will race, the devils are free to do anything they can to force the racer to show up and race with both parties being linked by magic for the event.

To begin this story we need to get the players invovled.
To start with the scouts could get invovled with a friend get into a race and ends up lossing and eneding up in a coma. the scouts are not sure what happaend and as they lern what the perosn had been invovled in being a racer on the highways.

sorry i was having issues with the last post, let me add in more of what i was talking about.
This is assuming the scouts are around 16 i think at the end of stars and about the time they would start driving or so.

I will be using the dub names for this since thats what is on my mind right now and i can think of, if you want the jap names feel free.

getting the scouts invovled is a matter of having someone they know get into a high stakes race trying to beat on of the devils and they loss and get drained. People that might work for this would be:
Molly- she is monster bait, serrina has not really talked to her much in the later series i think(sorry i dont know that much about the stuff after R, i have seen a little bit of other things but not much, just read to much bloody fiction to under atand the basics of whats going on.) and she does have the background of being a little bit more money to spend it on something. But you could even be with a certain someone leaving her some a will when he died and the paperwork was found and a few gifts from Maxfeild. he did drive a ferria tesstorossa though which could have been left for her. with Melvin being the geek that is is about knowing things he could have been the person feuling the idea. serrian would really jump at the chance to find out what happened to her.

Ryo- the ami boyfriend could have gotten involved somehow and with one of his visions about the envent send ami a lettter out of now where about what happeded to him. thuse getting ami going from that aspect.

a long shot of capeboy being the foil, but it does not strike me for him being the one to draw the group in. he is more for being a running joke though....but the thought of a dashing racer in a tux if funny and no one knows who he is....

meybe getting the sisters setup as a group of racers since they never did show anymore after thier arc and they are still alive last i knew. I could see one of them being the the racer and after what happens they come looking to sailor moon to some how help them out.

now for setup.
the scouts get contacted or learn about a freind that is in the hosptial and in a coma with no idea how it happend. They start to did into the badground of the person since the drain looks like your typical monster drain. they start to learn what the person was doing and learn about the race. they start looking into the racer that was being run agaist and learn some very dark things about the people that are the best of the best. well, somehow the scouts decide to contfont the devils since they learn about a race and decide to crash the party. But as the scouts try something there is lots of people around and can attack, but they do get to talk to the all the devils and told there is only one way that they be dealt with. the scouts have to take them on in combat on the road at speed. But to get to the point of being able to race the devils that will have to prove them selves agaist other racers and work thier way up to even think of a chance to drive agaist them.
so the scouts have to figure out how to learn to drive for one, get thier drivers licncess, get cars, spend money on said cars to up grade to handle the speed and handleing you need to run on the wangan at over 150mph to 200mph, learning the art of high speed driving and running though traffic. This would take up to about a year to even think about getting the chance to take on the group and fighting them by thier own rules. the scouts would have to hone thier magic into something very different and a new form of art per say.

capeboy and hukura are going to be the ones getting to teach inners everything about cars and driving....(can hear the sounds of serrina being punched out now)
here are the roles i see the diffent scouts in.
serrina is not going to be a driver, she just cant not seem to have the talent for it i see, meybe a support driver like the project d team from intianl d. more of the groups cheer leader i thin i think.

ami is going to be more of the team captain and supoort with turning the cars and working out lines and setup on the cars. I can see her riding shotgun as a navagateier saying how to which libes to use cars coming up, which way to go, things like that even more so using her tracking gear setup on her computer.

Uranus and nepturn are going to be support, uranus is going to have her hands full teaching what she knows about racing and nepturn would be able to afford to offer the group a pace to stash thier cars and keep them hidden. I just for the life of me can not think of nepturn being getting dirty and picking up a wrench, i dont know why. Uranus would be out in the garage working to get something fixed.

Pluto would help out with the paper work and getting the money comeing in since it would be hard to fincace this from the inners pocket. Yes, netpurn is rich, just not that much money to be able to spend on the up keep of 3 cars and the repairs and feul and keeping someone from looking at where that much money is going. the only thing that would do that is a totaly legit racing team, but usanus is retired from what i can tell.

saturn is to young to race, i can see her doing the same job as ami in being a co=pilot to some else, kepping rei in check i can see.

driver wise i can see mina, lita and rei being the front line drivers.

as for coming up with the cash for this little fishing trip....
pluto might have some money put somewhere from the past she can draw on to help out with this. Mina might be able to cash in on her fame from sailor V with the comics and videos that she did for some left over stuff with some help from PU.

i am out of time for this right now and have to run. i will finsh this up with more thoughs on where i was going with this and getting ramna into a fuku i think.....the poor guy can seem to get a break from getting forced into a miniskirt and makeup....

Actually, if you look at it another way, this could eventually tie in somehow to all those Mario Kart games out there. But I suppose that would be more for the sake of humor than actual drama.

i am back to writting out my thoughts, sorry about the break off. i kept having issues with the post dissapiering and could not see what i was typing.

Fot covering settings in the story.
the story would cover the setup up the night of the fated race and what happens to the person that sets in motion everything that happens. You cover the race brefily and why the person lost, what happens when ther are drained. The next up would be one of the scouts learning about the event and doing some digging and dragging the rest with her into this little dive into the underworld of racing.
The theme of the setting you could do is eighter a lighter tone like inial d or anime like that for then tone or you could go a bit darker with some of the hints of FF4 if you want.
I would go with a setting and tone somewhere Between the two borrowing ideas from fast and pissed off 3. Speaking of which, that would be a good place to start the actions is some racing like that with drifting in the out of the way spots to biuld the scouts skills until they are ready to take on the racing action the is needed for running flat out on the Wangan. There is a live action movie all about this from the 90's about street racing of this style at high speeds. I can not remeber the show name, but there is also a new anime called midnight wangan that also deals with this that I just started on this idea.
For the next part you cover the scouts first attampt at dealing with the devils and learning that their standard tactics of tossing firepwer around will not work with this group.
After the devils shaw we say make fun of the scouts they have to learn all about this new world that they will have to enter. The inners are going to be qutie pissed to say the least, the outers I dont see helping out at first since this would be more of a inners problem, the outers get invovled after that little meeting because pluto makes a off hand comment about them getting thier butts kicked by someone that knows what they are doing for once....
which of course setts off the inners with rei and serrina being the two that go off the deep end. one with the hot temper and the other crying up a storm.
Things go from there with the scouts doing some research into what the new bads guys are like which unlike the last sevral groups they can get some ideas of just what the group is like and how to deal with them.
This leads to the fun and them having to learn to drive(poor capeboy and huruku in this case) pluto setting up the paperwork to have two sets of driver licence made, one for the real ID, one just for the secert Id... learning to control the car will take monunts to really learn a lot.

I have been learning to race in real life and it does take some time to learn the art of car control. The only way to get better on that art is seat time which will affect thier lives a bit when parents start wonering why thier daughters are now gettng hardcore into cars all of a sudden. The skills of under standing how the car works and what diffent things affact the car will also have to get talked a bit, not need to go into lots of deteail about the fuction of an engine and suspion. a little bit about the types od racing style of drifting and grip racing would also need to be talked about. I know Huruka was a racer, I am not sure if it was bike or car and what type of car at that, most of the stuff I know about the outters if fan fics...
Chosing someplace to setup thier cars to be stored and worked would need to talked about since they dont want thier ID to be known. Chosing cars would need to be talked about and this could lead to some fun with different scouts thinking about how cute the car is over weather it would make a great racer.

After getting the cars and skills taken cars of, shift the scene to thier first race. The reaction when sevral cars pull up and a urban legend in the flesh steps out if going to cause lots of waves among people. You would only have to cover the first few races of the scouts to get over the reactions to them since at first they would be mobbed since they are famous to say the least.
Cover thier first 4 races or so and then time jump to later in the year to cover a couple of the bigger races once they start on the wangan racing then. after that you could even cover a little bit of racing out side of the city for a crossover with intial d if you really wanted to. Then jump to them starting to race the devils and the rules and them working out how to beatn them in a race. Their would be 12 racers that the group would have to beat and it would be one on one for each one. covering each race would be needed and the raction of each devil as after they are beaten and sealed away. The last race would be very tough and after that the group would be very well known as the best of the best for beating a team that could not be beaten.

getting ranma invovled could go one of two ways, with fuku or not with fuku. With out the skirt ranma does have the skills from matial arts to handle a car and his mind could really work in his favor to go with the flow in a race and as things change on the fly.
getting him involved could be from knowing someone that the scouts know from the past, someone else that he knows gets hurt, but the funny one would be that someone like nabs drags him to a race where the scouts crash the party and get told what to do and how to do it. somehow ranma with this mouth in foot problem butts his head into the problem with a commant about the devils not being so tough and something about fighting in miniskirts are stupid. this leads to him being tagged by both sides as an upstart and being kept an eye on. But since he has his honor as well as a very big ego he decides to get into racing and to challange his way to the top.
getting the cash to support a car would have to run down to 3 things
1. nabs offering to support him, which causes all kinds of issues with the rivals he has and how to keep them from wreaking the car and everything else.
2. kuno pulling he head out of his ass and offering to support the pig tailed girl to beat the foul demons of our fair city. This could lead to the fun of making kuno a up standing guy once you get to know him. everything that that you see is just an act because that is what eevryone has been thinking that way about thim al these years. or he could just be as dumb as he is onscreeen.
3. is the other way of nodika coming from a rich fmaily and not letting genma know about it. The thing that could be fun it that with genma gone for the past 10 years she had to do something for run and to keep her time going. she took up street racing years ago and gained a good reputaion and reiteired a coule of years ago. she has her car put away and after some talking about it offers her car and teachs ranma the skills he needs to revive her legands on the streets. kinda of kile bunta being the legand racer in his anime and then tuaght tak how to drive and got him going into racing.

as for getting him into a fuku, a new scout would be heard about and it was set up by pluto. she is getting tired of gaurding the gates for ages and its time for her to retire. she sets up the challange and everything that is going on and at the race where the scouts confont the the devils someone sees ranma make a comment and the a scout mark apears on his forhead, this could be him in girl or guy form when it happens, but a scout or the cats see it and one things leads to a diffent thing and ranma is the new holder of a pen. It could be pluto who is getting someone else to due her job or you could make ramna a new scout of some type.
If you go pluto I am thinking pluto will hang into background and help out but this new perons job is to get the team though this and take over the job.
this time I am thinking a pluto who does not have the staff poushed up her butt sideways. meybe laided back and easy to talk to and with a boytoy of some type to annoy lita and mina since she has someone....and is not afaird to flant him. or better yet a married pluto would be very funny though and is not even like the one from the anime all dark and mistry even.

but this is the ideas as a laid out and if anyone wants to run with feels free. it could be epic if it could be done. there are some laughs you could add with making fun of capeboy as a ruinning joke, i dont know why but it just seems funny when ranma pokes fun at him in crossovers about the cape and hat....
the scouts having to give up shopping at the mall to learn about cars which could lead to all kinds of issues.
serrina trying to figure out anything much less learning about cars with her study skills.....

as for the cars toun with for the group, japanese for the most part, for mina i would suggest something from england or the us since she did spend time over seas.no, she is not getting an organge 69 chargers with the 01 on the doors.
