In a world where the Cold War never ended, the world is polarized into two factions, the Western Bloc and the Eastern Bloc, with a handful of Lunar colonies existing as neutral territory. While skirmishes between Eastern and Western armies do occur, most actual conflicts between the two Blocs are done via spies.

Mylene Hoffman is the top agent of the Western Bloc. Born in the East, her family tried to defect when she was a child and was wiped out when their escape route ended up going through a war zone. She was the only one to make it across the border alive. Raised by the state, she was eventually recruited by the Zero Zero agency and became the cybernetically enhanced Agent 009-1. Among the implants in her body are sensors that allow her to detect incoming bullets, enhanced speed to allow her to dodge those bullets, a concealed compartment in her mouth to hold a suicide pill, and a pair of machine guns concealed in her breasts (I wonder how she reloads them?). She is fully capable of seducing people of either gender, and then cold-bloodedly searching, interrogating and/or killing them afterwards.

On one mission, she is sent to infiltrate an Eastern research facility that is experimenting on child telepaths. While there, a weapon referred to as the 'reverse explosion system' is used to remotely detonate nuclear weapons on both sides. She learns that this weapon is actually the combined mental powers of all the world's telepaths, who are used as guinea pigs by the East and murdered on sight by the West. The head of the research facility, a Dr. Green, and an Eastern spy known to Mylene as Loki are using them to force the world to stop persecuting telepaths. Disobeying orders to return to the West and report in, Mylene follows them and the children to the Moon after the East learns of the connection between the facility and the reverse explosion system and tries to destroy the facility with all the telepaths inside.

On the Moon, Mylene tracks the escaped party to an abandoned early colony that still had functioning power, getting there just ahead of Eastern troops who are trying to kill them all. While trying to get the children to safety, she ends up finding some ancient ruins in a cave. Ruins that mysteriously become active when she enters them.

For Mylene Hoffman is the reincarnation of a girl known as Serenity, and the remains of the Moon Palace recognizes the return of its Queen and acts to protect her against the hostiles. With the Moon Palace reactivated, all the other Moon Kingdom era structures start coming to life, answering only to their Queen.

Suddenly, the balance of power has altered. There is now a third Bloc, one that is under the complete control of a woman who the East see as an enemy spy, who the West see as a traitor, and who the telepaths of the world see as their salvation against persecution by the rest of the world.

How will the two existing powers react to this sudden change? What happens when the Moon Kingdom's enemies return and target everybody indiscriminately? And what about Loki, who is actually Mylene's younger brother Paul, who is so embittered about the senseless battle that killed his parents and (as far as he knows) sister that he wants to end the Cold War by any means necessary - even if it means igniting it into a real war so the two Blocs can just fight it out and get all the killing over with?

Further complications could arise if other awakening Senshi turn out to be agents of either Bloc.
