There was never anything said about the Instant packets being exactly like that of the full spring. There is a reason they only work for one shot, so we don't really know what the full effects are, nor do we know the process Taro went through to get his tentacles.
So like many authors, they say one thing, but ignore all the plotholes they made to get to that point.

My thought on a secondary encounter with curse water would be primarily dependant on the form you were in at the time Taro was in his cursed form, and he sprinkled/splashed the octopus water on his back.
I believe that if you were in your uncursed form that the effect would be different. Hell, it could even be random if you wanted. Something to the effect of active, versus inactive cursed forms. The various possible outcomes are staggering.

It could also be dependent on the temperature of the curse water. If you get splashed with cold curse water, you could have the original curse trying to activate while the second curse is activating. This causes the person to have two curses at once, and since that isn't possible, the magic combines to make one meta-curse.
On the other hand, if the curse water is warm, then it is active while the original curse is inactive. This would allow for the curse to be overwritten.
