I must say Wolf, I am seriously impressed. Not just with your writing style and so forth, but the fact that you portray Usagi in at least a somewhat positive light despite your intense dislike of her.
The story itself is really good too.
I have a few suggestions I would like to make, however; being a Senshi nut, I would love to see the girls--at least one or two of them--ascend to Nanoha power levels sometime during the course of the series, and I've got a few ways to manage this. I haven't seen much of Nanoha (6 episodes) so most of this will probably go against canon, but...
1) The Silence Glaive is actually some form of device that Saturn hasn't learned to release yet. I think this would work very well, as the Glaive's AI would be able to help Saturn utilize her powers without accidently vaporizing the planet.
2) Mercury has a device of her own, one she was experimenting with when the Silver Millenium fell. It's stashed away in a subspace pocket Mercury hasn't accessed before.

The seed for this is the gem in Mercury's tiara. When activated, Merc's gloves become covered in an intricate pattern of runes and change shape to become more like cloth gauntlets that reach to her elbows. When using a specific mode, the gloves become the base for an armor upgrade that accompanies the weapon in question. The gloves have four distinct modes: Melee defense, melee offense, seal, and shooter (I'm not sure if Nanoha ever shows more than that). Defense creates a force-shield around one of Merc's gloves, forming a sort of buckler. Offense forms an energy blade that erupts from the gauntlet just over the knuckles. Seal creates a smaller version of the Offense blade, but anything it hits becomes locked in a solid block of ice. Shooter was inspired by Gunslinger Moon: the armor on Mercury's gloves reassembles itself into a small chaingun locked in place under Mercury's forearm. This gun (which I call "Blitzkreig mode") draws from Mercury's well of magic to create a nigh-unlimited supply of icicle bullets.

Hm... considering Saturn can zap monsters without much apparent trouble in Stars, I'm not going to be giving her these crazy control problems - she's better at wide-area attacks, but she's not liable to nuke Earth unless she intends to.
Bear in mind, power levels aren't precisely in stone. Skill is a huge issue.
Some definite good ideas here. I'll keep the idea in mind if I ever need it, and be sure to credit you if it's used.

"Crazy control problems" wasn't exactly what I meant, anyway. Saturn is good at wide-area attacks, but I've yet to see her do much else besides Silent Wall. By "helping her utilize her powers" I meant opening up more ways for her to use her powers, i.e. beam attacks, mana balls like World Shaking, etc. Not a restraint so much as a training aid.
Yes, and we all know that Moon and company have skill in spades, don't they.
