There are two canons. There are major differences between the manga and the anime. What is true in the manga might not be true in the anime.
That said, when there are differences between the DiC dub and the original anime, it is generally assumed to go with the anime.

In the manga, yes.

Dumbles is quite frankly an evil stupid bastard who thinks far too highly of himself. The side-effect of reading fanfiction, the different ways characters are shown will often also spotlight the good and bad of the original character. And it's kinda "sad" when you notice that parody style...

I don't think it's ever been stated either yes or no. So unless someone knows something i missed, it's impossible to say. I'm pretty sure TIFF is still around, and actually predates JPEG.
It's also hard to predict which formats will last and which will progress. GIF once seemed like a safe bet, until we ran into the 256 color limit and it meant poor quality images even compared to the lossy JPEG.
