Akane and P-chan entered after Ranma was done. I see no evidence in canon that lends any credence to Ryoga knowing about the promise Ranma made to the dog.

That may be true but Ryoga never knew about the promise. So I guess all the fics that have Ryoga trying to kill Ranma for breaking it are a contradiction of canon.
